EMS operations is overworked, understaffed and under resourced. 80% of resources devoted to 20% of activity(Supression) and 20% of resources devoted to 80% of activity(EMS) leading to sub-standard care and operations. Response times are routinely double that of the national average. Quality of care has downgraded over the past 3 years. Organization is top heavy with command (Chief) level officers, and not enough field officers and dire shortage of quality paramedics who desire to work for Philadelphia Fire Dept. Past contract awards to Fire paramedics NOT honored. Department has continually negotiated in bad faith. This has led to amistrust between management and rank and file members. Operational procedures for EMS, HazMAT and Vehicle rescue not consistent with national recognized standards.
The PFD is agreat place to learn your craft (Supression and EMS) due to shear volume. Burn out for paramedics is high leading to turnover and poor performance.

The Philadelphia Fire Academy is located in Northeast Philadelphia. The academy period lasts 16 weeks. The first 7 weeks of the academy extensively trains candidates to be competent Emergency Medical Technicians.
